Hello Rita.
You will need a Stain Blocker applied first. Let it dry then paint!
Assuming you are asking about a water damaged ceiling or wall, here is some help:

Use Kilz, Works every time!
Hello. Some of the stain blocking primers are very good for this purpose and if it’s a ceiling tile we have use the Armstrong aerosol spray very good results.
is it for your ceiling or your wall?

A stain blocking primer is important for sure. Most important is that you've found and fixed the water leak though. :)
I was told by a painter to seal the water stain first with Lacquer, I used a spray on lacquer. Then I primed with Kilz, Then painted with latex paint, Have never had any problems of bleeding through
It’s just Kilz paint in a spray can. I think it’s the latex version. Kilz original is oil based and Kilz 2 is latex. Both of those you get in a quart or gallon can.
Zinzer or Kilz, but there’s several versions of them. Read the labels.
Hi Rita, I would prime it first, otherwise it will bleed through the new paint
Thin some bleach with water and lightly dab it on the stain. Let it dry completely then prime and paint.
Kilz, then repaint.
Make sure you prime with a blocking primer like oil based Kilz Original or Zinsser Bulls Eye 1-2-3. Then paint.
You should be able to with some prep. Applying a primer/sealer first will be a good idea
be sure to fix the source of the leak and check for mold
Clean the stain with bleach and then paint with an oil based gloss then when that is dry paint over with emulsion/latex paint. If that does not work try the stain blockers mentioned by the other posters. Good luck.
