Other than a good fence, I have heard that they do not like Irish Spring soap that is shreaded. You will also have to keep applying it when it is melts.

In my experience, only a fence that is taller than deer can jump is a truly reliable and consistent way to keep deer out of an area. Deer have an incredible ability to know where food is and figure out a way to get at it.
I agree, that a fence is really the only reliable way. They are not easily deterred. There are some plants that are less appetizing that you might try. https://www.gardeningknowhow.com/plant-problems/pests/deer/deer-resistant-garden-plans.htm
Either a 6 to 8 strand barbed wire fence, or try a liquid fence..... https://www.theprairiehomestead.com/2015/06/homemade-liquid-fence-recipe.html there is also commercial stuff on the market. You will need a large garden sprayer.
Don't plant ornamentals that are tasty to the deer, like roses. I have deer in my yard all year round and they graze the grass, and only browse the fushias in the fall.
I've read many times that deer hate the smell of "Irish Spring" bath soap! People have shredded it and placed in areas where deer are being pests and it helps. Of course, since it disslves in rain it would have to be repeated occasionally. maybe orth giving it a try.
I think a tall fence is your best bet
