Take a razor blade and cut a slit in the ripple. Force some Elmers glue or school glue behind the wallpaper. I usually put some glue on my finger and go across the slit. some glue will squeeze behind the slit. Then use a paper towel or cloth and gently rub over the ripple. if enough glue got behind it the ripple should flatten

Use white glue or some caulking and then a small roller to roll out the wrinkles. Make sure you wipe out the extra glue.
Carefully with a very sharp knife, slice the bubble and add some wallpaper glue behind it. Press, wipe off any excess, and tape with painters tape. If you intend to remove this paper at any point, I’d avoid any other type of glue lest it makes it tough to get off later.

How did the ripple get there? Was the paper never soothed out? Is this something that has happened recently on old wallpaper or is it on old wallpaper you inherited?
You could try using a steamer to loosen the paste and then smooth it out, or inject paste into the ripple or slit through it and add paste. None of these methods is without risk. Paper will never look perfect, unless you re-paper wall. Can you disguise it with a Picture or Mirror over it? Best wishes.
You can slice with an exacto knife and smooth one side over the other and using a tiny paint brush add glue under the seams and flatten.

How long ago was it when wallpaper was hung? Do you have extra just to replace that strip if it's already dry?
If it has been up for a while (glue has dried) I would use a sharp blade to slice it and then reglue it.
