You can make a frame in the shape you like. Fill it with river rock and pour cement in the spaces to make a stepping stone. Google for tutorials!

You would just have to dig down in the dirt a bit so they would be flush with the level of the grass.
River rock is typically the rounded rock that has been tumbled smooth and rounded. Do you mean flat rock like shale? If yes you can dig to the depth of the rock and sink into the ground. If clay like soil they will be pretty stable. Otherwise add gravel around them and use edging to hold in place. River rock would only make a path like walking on smooth rounded small stones.

River rock is generally too large a gauge to be made into stepping stones.
