I would use the Homax scraper. Make sure to cover yourself and all surfaces to protect from debris. Dampen and once it saturates, scrape surface.
Never heard of nockdown. What are you referring to?
This is going to be a tedious messy job. Unfortunately you are gonna have to scrape the walls or sand them.

You can wet it down and scrape it off or you can skim coat smooth with drywall compound

If it’s latex-based paint, I’d add a couple drops of liquid soap to the spray bottle of warm water and after masking the floor,
swipe it with a steel drywall blade to scratch through the paint, just enough to let the water penetrate it in a few places.
That will speed up the process for scraping it all off.
In the event the reason a knock down skim coat was put on there to begin with, is that the drywall has surface issues, then you’ll be filling & sanding those with more drywall compound.
With the use of a floor scraper, just scrape the knock down texture off the wall. Ensure that you are applying gentle strokes when removing the texture to secure that you only remove the texture and avoid damaging the drywall behind it. Continue wetting and scraping the surface until all of the texture has been removed.
