Cleaning needs to be a thorough job but a brush will be fine. I would also scuff the frame with fine steel wool prior to cleaning so that it will adhere better.
Yep a brush will absolutely be fine. Before that though a thorough cleaning / spraying down to get it as clean as possible is step one. I would scrub anywhere that can be scrubbed as all screened in porches I know of tend to get pretty grungy and you want to be sure you're painting a clean surface for it to last.
Are you panting concrete? Just a good cleaning with soapy water and a hose, with a good rinsing should do. If you can't hose it off use a cotton mop and bucket, just rinse well. Get a masonry paint. Home Depot had limited colors. Sherwin Williams can dye any color.

If you use something like Rust Oleum you can use a spray straight on top without prep.
Roller would be easier
I would powerwash it first. Then you could use any paint applicator recommended for the paint you are using . Be sure to use an exterior porch paint. Good luck!
Hi, You can but be prepared for a haze of fine splatter.
I would spray if possible, we've always had our best results on metal with spray. If not you risk brush marks. However it might be hard to do with the screens if you can't remove them.
