This is the $3.99 spice rack from Ikea. Did you know you can turn it upside down!
The mounting wall brackets can be turned around. See only 2 small screws.
See turned upside down now becomes a shelf with a quick easy towel bar.
Another version using two spice racks and two 5 gallon paint sticks
