Building a Window Seat
I would use a plywood slab and add foam and fabric to cover and pad the plywood. Many retailers (like Rockler.com) sell hydraulic shock absorbers to slowly close the lid.
The secret to the slow close lid is the hardware. When we built a toy box for my granddaughter, we didn't pad the seat. It is basically a box with a lip on one side. Then a large piece of plywood attached to the lip via piano hinges.
