Wash towels in white vinegar and water to get all the soap and fabric softener out.
You might try a gentle detergent. Skip the fabric softener sheets as they build up on towels and make them icky.
Strip your towels to remove all the built up residue. Going forward use dryer balls and try not to over dry them. Wash in hot water with bulky load setting so they get thoroughly clean. Make sure you aren't using too much detergent, if they are dirty and need extra cleaning boost with Borax rather than extra detergent. Most people say don't use fabric softener but I have used Downy on my towels since the 80's and they are soft and absorbent. I think the key is to start with good quality towels. When I got married, my husband had cheap towels and they were never soft!
I use unscented Arm and Hammer detergent and wool or Nellie's dryer balls in the dryer.
The dryer balls make my towels soft.

Try adding vinegar to the rinse.
Add vinegar to the rinse, and if you dry them in the dryer, use tennis balls.

Just add two cups of distilled white vinegar to the washer drum. It will help strip away the residue left in the towels that is causing them to be stiff.
Hi! I don't use fabric softener because of allergies. I really don't have a problem with stiffness with my towels because I am extra careful using detergent because I have a front loading HE washer that needs only a specific amount of detergent. My old washer had a second rinse cycle, but it doesn't seem a problem with the new one, so I haven't needed one. Anyway, about once a month I run a cup of vinegar through on the rinse cycle just to make sure they stay soft. If our water was as hard as it was at the old house I would run it through weekly. I also use hot water on my towels. Cold water is fine for most laundry, but I prefer hot for the towels. Good luck!

Rinse them in clear water then ring out, Using fresh water add Fabric softener or a little hair conditioner. Squeeze out and hang to dry or tumble dry.
