You could create a doggie play pen out of plastic trellis panels available at most home improvement centers. You can zip tie them together with the appropriate size ties.

If it’s going to left outside, then paint the PVC pipe after assembling, as PVC is not UV stable.
You could build one like a baby gate with a door or just get a baby gTe
