Potty train him. You can use piddle pads if needed.
If he sniffs before he pees, try spraying the area with hot sauce. Clean the whole area around where he pees with vinegar. It will get rid of the smell and also any associated bacteria. Perhaps between not being able to smell the pee and the hot sauce up his nose, it will stop him from using this area. Keep an eye out for new spots, though, he may star using somewhere else. If you have a fenced yard in back, think about putting in an appropriate sized doggy door. We have an extra large one in our back yard made for keeping the weather out with two vinyl doors for them to go through and even my ten pound ankle biter can get out of it when one of our big dogs don't hold it open for her.
Train the dog. I have 6 (plus visiting animals), in my house and it will save your sanity. It could also be that a previous dog peed there and he is covering the scent to claim his territory. See if these links help.

Just marking territory! Thinks it's a tree! Put the pup outside after meal to do it's business. Doggie puppy pants might be an idea when in the house, till such times as he is trained. A book on your dog's breed or one on dog behavior might be good too..............
