It depends on what you're trying to do. Mod Podge is a great choice, but I've also see fabric dipped in concrete and dried into shapes.
Mod Podge is probably your best bet, depending on what your goals are for the final result.

The degree to which fabric will stay in a particular moulded shape also depends on the thickness of the fabric, and what the fibre content is.
