How do I convert a piece of fabric to a picture?
I saw a project that converted a fabric panel to a large pic and can’t find it. Any ideas?

I'm not exactly sure what you mean, but I think you could stretch & staple a piece of fabric over a wood frame to make it suitable for hanging as a picture.
are you wanting to put a picture on fabric? your question is not clear is to what you want to do- or is it you want to frame out a large piece of fabric into a picture?

You can build or buy a frame. You stretch the fabric over it by stapling the fabric to the back. Do one side keeping material taut then the opposite side to no have it sag or gap. Add a bracket of choice to hang or preferable one on each side if large to the wood in the back. You can get custom frames at craft stores.

Some folks have found that modge podge is the best way to transfer images. There is also a fabric modge podge. You can check out one of my mod podge projects here http://beautyforasheshome.com/flea-market-painting-to-mod-podge-masterpiece/
You can use an old frame or build a frame and wrap the fabric around it and staple on the back.
Cut the fabric to fit the frame tan it in the back or staple
