there isn't any objective evidence that just having Citrosa plants around will repel mosquitoes, even though they give off a citronella odor. That doesn't mean Citrosa plants are worthless. Rubbing the crushed leaves on your skin may repel mosquitoes like any citronella-based repellent for the skin.
Their are actual citronella plants that you can buy at home improvement stores or garden centers. It's the main ingredient used in mosquito repellent. I haven't used them yet, but this is what I plan on buying and planting throughout my yard this year.

make herb planters w/ galvanized tubs or pots. Plant herbs: peppermint, lemongrass, catnip, lavender, to name a few & add scented geraniums which will add a nice touch plus help repel the pests.
lemon grass is great, but if you use Listerine bottle and spray your patio and grass all around the patio, it will also keep them away for an evening!

Citronella, lavendar, marigolds, lemongrass, rosemary all repel mosquitos. I guess you could hang some flower boxes on the fence and plant them.
