It has a leaf burrowing mite or bug of some kind.
Looks like fungus.
A common problem with this plant is fungi found on the leaves as you have shown. The plants need full sun and air circulation to keep the leaves dry..don't let water pool around the base of the plant as this will promote the fungus growth or let the leaves get too wet. Sprinkling ground cinnamon around the plant can help. Thin out older stems, too, to promote growth and aeration.

It looks like scale or some type of mite is attacking the plant. First, water only in the mornings and at the bottom of the plant. Not too much watering!

For the issue - you can make your own spray for scale and fungi by mixing together castile soap (Dr. Bronner's from WalMart is great!), a bit of Neem oil so the solution sticks to the leaves, and water. Use a garden sprayer to apply every 7 days until the plant is healthy again. Every 2-4 weeks thereafter.
