To have the right size extension of a preparation area in a kitchen is the key to a successful creation in taste - but if it is mobile as well it could be a side dish next to the dining table to place the pots & pans.....and where does all the waste go fast and without fuss?.....wiped down the slot - gone it is.
draw up a plan of unit and style it to fit in with the surroundings , that is 600 x 600 x 850 mm plus two lift up extensions
Start with the base made out of solid 100 x 19 mm radiata or slash pine, the 4 swivel-wheels fitted to a square block are hidden underneath within the base. Create a unit 600 x 600 x 820 mm high out of VJ-lining board with divider and shelf including the side extensions made from laminated ( PVA-glue) 100 x 19 mm pine boards. Use 42 x 19 mm pine as support frame and router the edges. The doors: three sides are made from 70 x 19 mm, the top is 100 x 19 mm and cut to shape with a jig-saw and smoothed with a router. The door fillings are made from ply-wood ( slash pine).
The waste bin is also made from ply wood, resting on a 42 x 19 rail with two holding pins fastened on the inside of the bottom hinged door and a holding clip up the top. A pivoting stop made from 42 x 19 mm pine keeps the waste bin in place when opened.
all surfaces are protected with Estapol two-pack are made water-proof
a lining bag inserted to collect the waste makes the disposal easier, hosing out with warm soapy water is required and recommended. 
to clad the top + flip up surface extensions with bamboo floor boards makes this a very tuff working surface resistant against scratches and knife cuts. It is hard wearing like a butcher's block and can be used as such.
