Laminate countertops are the most economical and they have so many looks now. If your cabinets are wood, they can be cleaned, sanded, and restained, or painted for a new look. If you are looking for inexpensive knobs, try a thrift store.
You can paint your existing knobs and pulls with Rustoleum spray paint for a fresh look. Contact paper on countertops and back splash is very popular. If you want to change it out down the road, don't seal it. Rejuvenate makes a product to help restore cabinets that have not been painted OR you can paint them.

Louise: Paint! It's relatively easy to paint cabinets, laminate is the inexpensive choice for countertops. Great knobs can be found in bulk packages at Home Depot! (Even Hobby Lobby has knobs... I bought some great ones on clearance!)
There is a paint kit to update Formica-type counter tops.
Be sure to thoroughly prep to degrease before you paint, or the paint will not stick well. It is especially important around knobs and handles, which get used a lot.

I would paint the cabinets and install laminate countertops. We've had them for almost 20 years and they look brand new. And they look fabulous in the kitchen. I would go with a smile color/ pattern for a higher end look. I’ve found a new way for making beautiful new knobs! Buy the $1 splatter screens from Dollar Tree that are great for making wreaths, remove the round handle & spray paint your choice of color! Command strip makes a circular adhesive perfect for attaching these that won’t leave a residue if you’re under a strict lease agreement.. or simply screw them on as you would regular hardware!
