the items you use the most...closest to where you use them. My plates and bowls are on the lowest part of the cabinet,
I store my pots and pans by the stove, my dishes by the dishwasher. Get rid of what you don't use.
If you look at my "Home" page you will see lots of space saving organization. My kitchen floor (the part you walk on) is mostly less than 3' wide. I store from ceiling to floor.

Pack away all extra dishes, glassware and pots/pans. Keep out only what you need for one meal. That saves space and forces you to keep up with the dishes for neatness. Lay flat pans under pots. If there is space above the upper cabinets, store your entertainment dishes up there. You can keep them in plastic bags to keep them clean.
You can use the laundry room or garage to store canned goods (but NOT packaged things like flour!)
