I use a lazy susan with a lip on it. Believe I got it from Rubbermaid. I put the taller spices in the middle and the smaller ones out near the edge. Works great for me.

I picked up some bins at the Dollar Tree and put my spices in them. I arranged them by type of spice - For example, all of my baking spices are in one bin. All the ones I use for meat are in another. Then I labeled each bin alphabetically with the spices inside. I am fortunate in that when we had our kitchen remodeled many years ago, I included a large place to keep cooking spices. I was able to put the bins on 2 shelves. Another option is to get a "over the door" plastic shoe rack and put the spices in the pockets. You could dress it up or leave it plain. You could also hang it on your door by cutting off the hanging hooks. Most of the pockets will hold more than one spice so you can double them up - For example, Cinnamon & Nutmeg together. Again, you can label them so they are easy to find. I hope this helps you or sparks an idea. :) Wishing you the best.
I think the best solution is to have them in drawers that show the face of the contents and has enough room to have them in alphabetical order. Sadly I do not have any such drawers and kept them on those wire racks where the y fell back and forth. Right now we have them in a shallow cabinet in the next room. This has its drawback too because some of the spices are hidden in ends of shelves. But somehow this bothers me less than them falling around!
we installed a rack inside the door of our pantry (can be done on inside of cabinet door as well) and spices fit perfectly
