Lattice would work, or get a trellis to put in front of them and cover it with climbing vines.

you can buy lattice in wood or vinyl to make a cheap screen as well
You can purchase lightweight lattice panels in wood or plastic. They are easy to cut to whateer size you need. They're available in 2' or 4' panels. They work well to camouflage meters, air conditioners, etc. You can frame the trellis with 1" x 4" trim boards.

Build a Privacy Screen for Your Utility Boxes
Lattice looks cheesy. Build a 3 sided frame with lath strips going up and down. Space them about 1/4 inch apart. They are cheap and look so much better than cheap looking criss-cross. Attach the screen to 2 rebar or pipe in the back edges that you pound into the ground to keep the frame from falling. Use conduit clamps large enough to it to slide easily over the clamps to remove to access the meter.
A sheet or two of pre made lattice would make this a quick job. You can buy it framed from the lumber store. You could plant a nice climbing vine to grow up it to pretty it up even more.

Wood frame and you could put a curtain in side it
Two or three frames or doors and hinges. can buy hinged hinges too. Fit together 3 sets of hinges per door.
Pallets or lattice panels put together with door hinges would work. You can also put up a small section of fence.
Instead of lattice you could use old vinyl shutters or new ones. They'll stand up the elements, won't need stain and will give you that same look.
