I would remove the stump, if you can. Otherwise, cut it as low as you can - even dig out around it a bit and cut below the soil line and then plant a nice bush....hydrangea, for a shadier area, or lilac for sun.
cut stump level with ground pour Round Up on it to kill it(do it as soon as you cut it or it will seal itself and not work as easy) if you do not completely kill it it will regrow & maybe all around area sending up additional shhots/sprouts. Then after it dies plants some nice Perennial flowers like Daylilies(easy to grow,doesn't need much water,adds some color,easy access to pipe if ypu need it,low cost solution,doesn't get large root system no damage to foundation)

With no stump and perennial flowers this spot will look a lot better. If you want to hide the pipe, build a removable box round it....leaving the top out because someone may need to get to it. Is this a gas pipe? Ask what you can do about it with the gas company. I think with flowers growing up taller you will be fine.

Take out the stump and you could cover the pipe works with a trellis and a clematis plant, or climbing roses. Then have at the area in front of the hidden pipe.
