Hi ! Whatever you put there needs to be removable !!! You need to have access to the panel . Attach some lattice to a trellis to block the area , but it can be lifted out of the ground easily and moved aside.

If you have a meter reader that comes by house you may not want to hide it too much. You can always plant a bush next to area to screen it.
I'm with Deanna, plant some bushes that get tall to hide it, but not to close incase it needs servicing.
Is it the meter that is read, the panel box with electrical breakers, or both, that you want to disguise?
