I repainted my jewelry armoire with white Rustoleum Chalk Paint. When I painted the matte sealer (also from Rustoleum) it left yellow streaks all over it.

Why would you want to paint over this. First the grout is too thick and all over the pieces.That needs to be cleaned up. You will not be able to bleach out the color of the shell. Perhaps leave the shell and paint the rest of the table white, blue or grey.
Hi Maura! If the piece is just the wrong colors and not seriously damaged, I agree with John's comment about selling it and purchasing a piece you love. Someone else would love the cocktail table just as is. You can, though, paint over most anything with proper prep (cleaning, perhaps sanding, and a good primer) before painting as you want. You must have like the piece when you purchased, so likely someone else will like it as well.

I agree with trying to sell it. Check out Ebay on value and what similar sold for. If you still want to paint you will need to sand it to remove any gloss. Prime with Kilz or Zinseer primer. Then paint you color.
Would be a shame to cover that up with paint. Selling it to someone who would love the way it looks seems to be the best idea. Then take that money and buy exactly what you want.

If you can't part with it, how about a table cloth? Or have you considered consignment?
You might consider leaving the tile and painting the grout only.

You can use a paint like Fusion Mineral Paint, it sticks to most surfaces.
Personally I’d sell the piece and find something that fits better. Anything you’d apply likely won’t stick very well.
