They are probably removable - check underneath. Once they are off, the old fabric and seating material can be removed and replaced.

If at all possible, remove them. It appears you need to replace the cushion on the bottom as well as upholstery. You can staple the new upholstery or use upholstery tacks (on the back instead of piping). Another option on the back is to make covers that would tie at the top on 4 points and then at the side/bottom.
If you add slip covers you can change the look via a new cover whenever you want and they are so much easier to take off and throw into the washer then scrubbing down an old cushion.
Scrape ad paint the metal. A great color or with metal spray Rustoleum 2X. Has great coverage in all of the paints. Flip the chair over and remove the screws that hold the cushions in place. Cut new foam and glue to the bottom or if bottoms no longer good cut new ones from plywood (trace the old one) staple or glue foam to it and cover and staple new material. Replace the seat and back.

I wish we could see a little more of the chairs, like the backs and bottoms. If you turn them upside down, the seats and backs are probably screwed and stapled together. The fabric should come off easily. Then replace the foam with upholstery foam and the fabric stapled then screwed to the seats and backs.
I would remove the fabric and use new fabric to cover the cushions if the foam is still good. If the foam seems to be not in good shape, I would just use them as a template so you can cut new foam. You'll need to remove the damaged material. Then use that as a template for the new fabric. Then get out your staple gun and attach the new material! Looks like you may need some additional padding too before you staple on the new fabric.

should be able to remove the old cushions and use them as a template for your new material. Then you can use either batting from a pillow or get some foam. Again using your template cut the foam and then stable to the board that is probably there under the old cushions. If not you will have to cut a piece of wood for the seat and then attach your cushions to it. Pretty cool set of metal chairs and should really look good once you are done with them.
