Thelma....Yes you can but clean well then I would recommend Annie Sloan and wax and buff afterwards.

Yes ! Clean them with a Dr greaser like Krud kutter. No need to scuff or sand !😆
Then paint ! I recommend using a sealing wax ( goes on like a stain , brush on then wipe off ) it comes in clear or antique finish . It dries hard not waxy .
Yes, but I would not recommend. Kitchen cabinets are high traffic usage. Oil based paint would be more durable. No matter what you use do the extensive prep needed for a lasting job. Wash down with TSP and sand off old finish.
