You can use any paint, but I would give it a good sand first to knock the shine down so it will accept paint.
Any type you want. Remember that a good prep job will give you a better result. Sand and prime first to give your paint something to hold onto. And of course wipe the item down before adding anything to give a good and clean surface also.
Do you want to paint over poly or put poly over paint? I put poly over an non-latex enamel that I put on bathroom walls.
Any kind of paint will work great. polyurethane will yellow over time though so if you put it over white paint it probably won't stay white forever especially if it sits in the sun at all.

You can apply poly over any chalk paint!
Hi! To clarify, are you going to paint over a polyurethane finish or apply it to a newly painted finish?
I use a wall paint!
I believe you can polyurethane over any type of paint! I'd recommend water based poly, it's less likely to yellow over time.
You can use it on any kind of paint.

Just prime and paint as usual. Before applying the sealer let this dry very well.
It won’t stay you need to lightly sand down with sand paper first then paint the paint will just wipe off because the surface is so slippery.
