You can try using methalated spirits to wipe the bulk off and hot soapy water. That is what our window cleaner used. Or even a steam cleaner if you have one.

Use dawn dish soap and a razor and scrape it easy so that you don’t did into the window itself

Use vinegar, water and a little Dawn to clean the windows, by hand or with a sprayer. If you live near the seaside, this will be a consistent situation.
