To protect yourself legally please send a written request to attach a chair rail to the wall, offering to leave it whenever you leave, even if you don't plan on moving anytime soon (2 yrs.+) . Make sure you have written permission for whatever project you do that attaches to building! If you do not have written permission, no matter how high end, you could be financially responsible to ANY and ALL REPAIRS the owner deems necessary! DO NOT make the mistake of thinking your landlord / management company will not do what I've stated - They can & 90% will! That goes on your credit & renters referral !
First talk to your landlord to make sure it's okay. If your landlord says no, you'll need to find something that you can remove before you leave. To find something that won't make marks you could try Command 'hooks & loops' (like Velcro, but Command is thinner.) Test it first though because I think you might have gaps at the top. Another option might be faux chair railing. There are a lot of ideas on Pinterest, but this is the basic idea. is your apartment rented? You might want to be careful about adding something that can damage walls; perhaps you can use a repositionable wall paper for an illusion of a rail?

If you are not permitted to add the rail, you can put a removable peel and stick on the wall at rail height which can be removed easily.
