We left ours naturally colored, and we use it as a plant stand. "a lot", by the way, is two words.
If you want it to retain any value ($$$$) it now has, it would be better to not paint or sand it. But if you want to enjoy it with no thought of anyone else owning it, then do as you like. I would probably start with steel wool to get rough patches off and then move to sandpaper. If painting don't forget to use metal paint.
Plant it up and have in garden or on front porch.
