How can you convert a 4 drawer chest-dresser into a desk with a drop down portion to be used as the writing surface?

From what you're describing, you will have to choose the drawer that is table-height for writing and modify it. The drawer front will need to be removed and attached at the bottom with a hinge.
You want to make a secretary desk. Standard desk height is about 30" to 33". You would need one of the drawer front bottoms approximately at that height. Remove the drawer from the dresser. Remove the drawer front. Glue a solid piece of plywood to the drawer bottom. Then hinge the drawer front to the drawer on the bottom. Add cabinet clips to hold the drawer front in place when closed. Flip the drawer front down, pull the drawer out as needed and you have a desk.
Or you can hing on side a wood counter the width of the dresser with a drop down legs or side. That would save all the drawers for storage if you have the space.

Hi! We used a hinge (I think it's called a piano hinge) to make a folding desk top. It was easy to install and has lasted for years. We added ours to a built in bookshelf. Good luck and stay safe!
