Hi Aroloae, I would remove the blade and mechanism from the inside and then use the fan blades or wood to make the shelves. You can slide the wood or blades through the slats in the fan cover to keep them in place.
If it's a box fan, remove the grill and the fan blades and motor. Use some reclaimed wood to make shelves. Drill ( You will need a metal drill bit) through the sides and attach your shelves.

Remove the fan's cover and mechanisms, clean the shell very well with warm soapy water. install brackets to support the shelves on the sides. If the blades are large enough use them as shelves.

Box, ceiling, table, tower, pedestal or floor fan?
I think it all depends on the type of fan. You can use the the fan blades from a ceiling fan as shelves and you can use the frame from a box fan and add shelves.
Can you give us a photograph or a better description of which type of fan you wish to re-purpose. That will give the most personalized answer.
You could take the Fan apart and use the blades as shelves using brackets to support them.
Do you have a photo of the fan? I’m having a difficult time picturing a fan that could be modified.
