How can I upcycle white plastic garden chairs?

I have seen that people are using decoupage to upcycle their white plastic garden chairs. Does anyone know how it’s done. I think they used napkins and mod poge glue? Thanks all

The cheapest way is to use elmers glue and water 1/1. Be sure to put 3 layers of clear over it to preserve it!
