I'd get or build some shelving then use plastic baskets to hold sorted tools. All the screwdrivers in one basket, wrenches in another, etc. so they are easy to find. When I buy something new that is in a box, I keep the box to store the item in as it's a lot easier to stack boxes than individual crazy shaped items.

have you got an area on which you can hang pegboard ( either directly on the wall or something similar to a message board)? Your tools can then be hung from the pegboard, easily accessible and easy to find
If you have the space for it in your garage, I'm a big fan of pegboard storage :)
You can still hang things on concrete . You just need to use masonry screws and drill bits.
I have a small tool box in my closet. I live in an apartment without much space for extras.
Use a peg board and hang your tools . Once you get all of your tools on the peg board you can outline the tool with a permanent marker and you will know at a glance where to put the tool back and you will know if something is missing.
