Hello, you could try a lazy susan. I think you can get them fairly cheap. They also make a product called spicy shelf. Here is a link to check them out- https://www.bedbathandbeyond.com/store/product/spicy-shelf-trade-deluxe-stackable-shelf/1061561540?skuId=61561540&utm_source=bingpla&utm_medium=cpc&utm_term=All%2520Products&mcid=PS_bingpla_nonbrand__&creative=9338890556&device=c&matchtype=e&mrkgadid=3022664750&mrkgcl=609&rkg_id=h-541bae07074115c998e186631d04787b_t-1507127747

Lazy susans
I put mine on an organizer I found on Amazon:

If you have wall space, it is a relatively simple DIY project to make a shallow (one spice bottle deep) shelf to fit the space. It's on my to-do list.
Put some lazy susans in the cabinet. Or use stackable baskets.
Tiered can organizer. Before I bought a wire one I used boxes I cut
I bought those little spice shelves, then I alphabetized my spices so I could find them faster.
I use stacking, screw on lids, plastic jars. I don't know what they are called, so you will have to search. But here is a picture of someone else's. You just unscrew each level as needed. I LOVE mine! Individually, they are about two inches diameter and about 1" - 1 1/1 " tall.
I have mine in an old coke crate on the counter but i have my kitchen decorated retro.
Try a pull out spice rack. Here is one made by Rubbermaid. Google pull down spice rack for other options.
IF you have an end cabinet with space to do so, and have the ability to do some wood working, you can make a narrow (in depth) cabinet to attach to the end of the cabinet. Most spice jars are only about 2" in depth so you only need a little over three inches of depth in order to make one. I affixed a towel bar to the door of my spice cabinet and thus had a place to hang my kitchen towels as well as a handle for my spice cabinet.
I would determine how many rows of spices the depth of your cabinet can hold, front to back. Let's say you can accommodate 4 rows of jars. Acquire a length of wood with dimensions of 2" by 2" by 6 times the width of your cabinet. Cut the length of wood into six lengths, each a 1/4" shorter than the width of your cabinet. (Check that you can maneuver the length to lie across the back of your cabinet. Adjust length if more clearance is needed.)
Stack up three lengths across the back of cabinet. Stack two lengths in front of first stack. Place last length in front. You are building stairsteps.
Using a label machine (or just a Sharpie) put name of each spice on edge of jar cap so it will be visible above the rows in front. Original labels have spice names too low to show easily.
Fill your cupboard and enjoy the organization.
Fix a rack or shelf to inside of cupboard door or Kitchen wall.
