Florist! Check with any place that sells flowers. Costco, Sam's Club, Trader Joe's, grocery and supermarkets, Walmart. The florist will have the best selection, just expect to pay dearly for them. Do any of your neighbors grow them?

If you can't get peonies, or don't want to pay the price, there are several flowers that look similar. Ask the florist for substitutes that are cheaper. I personally have never been a fan of carnations -- until a friend showed me a trick to make them look WAY fancier! Just fluff the flowers open more and bend the petals back some, and they look alot like smaller peonies!
A florist should be able to order some for you. Check online nurseries for the plants if they will grow in your area.
When they are in season you can order them from any florist.
