there is frosted contact paper that should be fairly easy to install and not have bubbles. I have seen it on Amazon.
You can certainly do this yourself! Just a little patience is needed. The film can be purchased at most hardware stores, Walmart, Amazon, ebay, etc. Here is a video tutorial on how to install it:

You can easily do this yourself! No need to hire anyone!
I have seen a post where acrylic craft paints were applied in a design..looked like leaded glass..awesome!
Make sure you have a spray bottle with water and usually a few drops of dishsoap. This gets sprayed on the glass as you position the film. It provides time to help you position it and all the bubbles disappear as it dries.

They make cling on films that stick by using static. They dont tend to wrinkle and are not perminent if you change your mind!
I doubt you can sucessfully use film on an etched and beveled glass, I done lots of window film on glass, it needs to be squeegeed on for good adhesion. But I have seen folks get a piece of glass or plexiglass and use some fine molding to hold it in place. You could also buy some Rustoleum Frosted Glass Spray. You could buy some stained glass paint also to redo the window.
Remember to use windex or window under the film (spray the window before applying the film, and a plastic tool to spread it flat, the glass cleaner will allow you to push the air bubbles out easily and will dry without damaging the window or film
