Rustoleum makes a mirror effect spray paint you could use to spruce up the mirror. And it might be fun to paint the cabinet with chalk paint and do some distressing on it.
Hi Skc, I love the shape of your cabinet. Since the mirror has flaws, I would remove it. You could replace it with plain glass, or maybe chicken wire. I would repaint the cabinet black, inside and out. Put the hardware in a crock pot overnight, then scrub it with an old toothbrush. The blue paint should come off easily enough. You could glue lace, sheet music, etc. in the interior, so that the black still can be seen. Then display something like black & white photos in it. Like a walk thru time. Wishing you all the best.
Chances are the mirror is "going blind" and either needs to be professionally re silvered or you can try a DIY product from the craft or home improvement center.

I was thinking chicken wire, too! But, I was thinking white or light sandy colors and a little sanding on the edges and corners where normal where and tear would happen to give it that stylish worn look. (you know ripped jeans for 80.00...lol) As far as a use, wouldn't it be nice in your 'mud' room or by a door way or foyer for gloves, keys etc...I was thinking it's a great piece to add hooks underneath for leashes, umbrellas (with loops), purses etc...
It's all a matter of personal taste, color, in my opinion.
If the door can be taken off, the back can be resilvered. Mirror resilvering kits can be bought at places like Home Depot or on-line. An alternative would be to have it resilvered professionally. I have an old mirror that has those black spots and am leaving it the way it is as it lends to the age. If I were using the mirror daily, I would have it resilvered though.
unrelated, but I'd also remove and clean the paint off that cool latch- it might be a nice metallic touch!
