I think it is for placing umbrelas. The hooks alongside the mirror are for hats and coats.
Hi, Pat: It's a gorgeous old hall tree, apparently with a plant stand on the bottom insteas of a bench! Love all the graceful hooks for hanging coats and hats and the mirror seems to not be too bad. Good luck cleaning it up, etc. Great addition to your entry area!
To me....looks like the bottom to what once was a glass top table.

Or an antique wash stand. There would have been a porcelain or ceramic bowl and pitcher placed in the round section.

It's an antique washstand. A wash bowl would be place in the circular ring. A hall tree would have a seat to remove shoes.

Sorry Anne, The pitcher was placed in the wash bowl. Some were placed in the bottom. Not this one. Do a Google photo search for "antique hall tree" and " antique washstand". Hall trees have a bench to sit on for removing shoes. This does not. The circular bump out serves no purpose for a hall tree. It holds a wash bowl with a pitcher.
I thought hall tree as soon as I saw it, but now I'm not sure. It could be anything you want it to be. And that depends on where in your house you're going to put it. It's really an awesome find and I'm so glad you saved it from the dump!
In order for this to be used as an umbrella stand, there would have to be a ceramic vessel inside of the metal supports. You could not put wet umbrellas just inside this centre section because then they would drip all over the floor.
