I have used Mod Podge to decoupage on even glossier surfaces and it sticks really well. I put Mod Podge down on my surface first and then also put it on my paper. Then Mod Podge over the surface to seal it. I like to get paper I use wet to make it blend into my surface better. Just be careful the paper doesn't tear. Here is a good link that goes over types of adhesives, things you can use to decoupage and different rules to help out with different surfaces.

I have used both fabric and paper to decoupage items. Mod Podge is an excellent product and what I did was put down the Mod Podge first, add my fabric or paper then put more Mod Podge on top. Here are some other ideas
