Clean and degreaser, TSP is what i use, but there are others. Prime, then paint. Use a paint formulated for metal.

Clean well, sand off any peeling peeling paint. Prime with oil based primer and paint with oil based paint, two coats.

As Naomie said, it is important the cabinet is very clean before you paint it. Apply an oil based primer (rust-oleum has the best ones), then brush or roll two coats of acrylic or latex paint. Also, chalk paint adheres to metal, and you don't even need to prime.

I made over an old metal filing cabinet for my sons room, and I cleaned it well as mentioned above, and used spray paint to prime and paint it. He’s had it for a few years and it still looks fine. The only thing I’d recommend that I didn’t do was maybe seal it with a clear coat.
