Yes you can and they do very well.
Absolutely you can plant root veggies in a raised bed! In fact you can plant them in pots too. They both grow very easily and should be planted in the early spring. Onions are a cool vegetable (like peas, lettuce, and radishes) and potatoes do best when planted at the same time to prevent disease in them. My mom was raised on a potatoe/beet farm and that is what she told me about potatoes.
