How can I change up an ugly shag carpet?
I have a very very ugly shag carpet throughout my living and dining room. The problem(s) is that underneath is a cement floor. Anyone know how to rip up carpet and refinish the floors on a tight budget?

You can paint your concrete floor and use area rugs
You can put down laminate over concrete. Just make sure you put the underlayment under the laminate. Or you can replace the carpet. Go to Home Depot or Lowes when they are having a sale.

If you do end up replacing the carpet, make sure you get one suited to be laid over concrete, and suitable padding that can deal with the humidity that comes from a concrete slab.
There's also a vinyl plank flooring I saw someone install on a concrete slab on a home improvement show. They commented that it wasn't very expensive. Visit a flooring showroom to see what's available in that category.

I would rip out the carpet, stain the concrete and get a large rug. Rugs can be bought for pretty inexpensive online. Check out Rugs.com or even Amazon for good deals.
you can always change old carpet .. for new one but i would not do it by myself
