In my Arizona room, took up old carpeting (damaged by dogs) and underneath were uneven pavers.

Oh my, that is rather disconcerting. Can you share a photo? Makes me wonder about the construction of the rest of the room.
And so, you want to put new carpet down?
if so:
1.) kill urine pathogens (dogs can smell anything) & remove/scrape old glue.
2.) make sure the pavers aren’t moving or shifting
3.) when clean & dry, then make sure the new carpet you’re buying is nylon, not polypropylene, not olefin. Solution dyed nylon is best and you could use an “astro turf”.
4.) buy exterior Grade carpet glue, alot
5.) measure twice and cut once, before you glue it down. Leave one end “long”.
6.) start at one end and work your way towards the other that you left long.
7.) if the space is large you’ll need help to “man handle” the carpet. It’s heavy

an Arizona room is a patio that has been covered and screened-in
I wouldn't want carpet in an area like that other than some area rugs. I would install a thin flooring or a concrete filler slurry to make the floor smooth, then install the new rug.
