Vicky gave you some good ideas. I'm going to add a lighthouse pattern that you could use. It's for stained glass, but you could also trace it onto your table and fill in the pattern with smaller mosaic pieces: https://www.delphiglass.com/stained-glass-patterns/window-panels/free-lighthouse-pattern
You could maybe use transparent epoxy in order to create the bottom of the surface then place your mozaic on top of it to finish
