To keep dogs away, you would need a fence. To keep cats away, you can put a box of moth balls all around the area and they will stay out. The moth balls evaporate and do not harm the water or water table in any way. You would need to be sure no preschoolers would wander in the yard and be tempted to put them in their mouth, however.
