Depending on the size you need, you will require a hoop - anything from a hula hoop to a needlepoint hoop. Using no less than three stabilizing wires or cables, connect one end of the wire to equally spaced spots on the hoop. Secure that with something like Gorilla tape so it will not move. The loose ends in the center will be secured to your central lamp element. ( I'm guessing some kind of pendant light.) You will probably need to wire clamp them on to make them secure. It looks like you'll wrap the hoop with whatever the top material is and then follow that with the fluttery stuff. Go around twice if you need a fuller effect. (If you need more explicit instructions - look up macrame lamp instructions. It will be quite similar.)

You could use a lightweight piece of wood garden trellis to hang horizontal to the ceiling. You MUST be sure it will not fall! Then, hang silk (or real) flowers from the trellis along with fairy lights.

I made something similar for my kitchen. I used a sturdy hula hoop and glued/tied flowers all the way around it. I attached it to my ceiling with Command hooks but you could easily hang it with yarn, twine or something similar.
