Cotton and linen are the best fabrics. Select one that can be ironed for the best results. You could spray paint it if it's in good shape but you don't like the color and/or pattern.
Here's a video that might help.

You've gotten some good responses. I'll add that you can often find lampshades for sale at thrift shops, if you need a new, inexpensive lampshade or if you need the frame for a lampshade.
Gladys...You can purchase ribbon or yard and wrap around the old shade. I did yard, gluing at top of shade and wrapping around. The ribbon can be glued and wrapped from top to bottom. They both look nice to me. Hope this helps...Good luck
I have used hot glue to cover an old shade with new fabric!
Here are some ideas https://www.wikihow.com/Make-Lampshades
Take the fabric off the old lamp shade and use it as a pattern to cut fabric to make a new lamp shade. You could use fusible tape to join the ends together. Target sells it for $4.69.
Hello Gladys,
You could just use Mod Podge to stick fabric on top of original if suitable and trim with braid........Enjoy.....
Here is a painted one for inspiration.
