Paint would hold for long. Use TSP or Krud Kutter to clean it off. Work from the top down to eliminate streaking.

You can use sugar soap detergent.
Use warm vinegar and water in a spray bottle. Spray it on the wall in a small area, let it sit for a few minutes then wipe clean. Continue until the entire wall is clean.

Like above, vinegar and water solution may do the trick! Even add a little dawn dish detergent!
Anything you will use will streak and mess up walls. Once the smoke has ruined the walls all you can do is clean, Prime and paint. Sorry.
Only thing to do is prime with a quality primer and paint.
I use Dollar Tree Awesome Orange in the half gallon in hot water using a car sponge to wash my smoking clients walls each year. Get the rubber kitchen gloves to protect your hands. The Awesome Degreaser works great for stubborn spots using the round kitchen scrubbies.
You need to wipe them down with vinegar.
TSP works well. Always try to keep a pack in my utility closet.
