Yes use rustolium paint that should last long you could also sponge them with a cloth paint them first a lite color then when dry use a darker color and dip in a rag and dab all over the pot till you like the look .you could even add other colors

You sure can! Just be sure to use a sealer on the inside so watering the plants won't ruin the finish on the outside.
You sure can! Paint will stick best to clay or stone. But you can get special spray paint for plastics if needed. :)

Krylon makes a plastic spray paint. Rustoleum you can use on any type of planter.

You can have fun with your pots, Lots of colours to choose from, Rustoleum or Krylon make them............
I would use an outdoor spray paint. Some are made specifically for outdoor so they will stand up to the weather. You can also add a sealer.
