Do you want to replace the woven jute or fix the chair without the jute? Not sure what your project is.
If you want to fix the chair and not have your cats scratch it, then remove the damaged jute and make a pattern of the seat with cardboard. Tape the pattern in place on a 3/4" of plywood and cut it out. Next would be to attach a fiber fill or foam pillow with a new cover to the new wood seat. You would staple this on with a stapler designed for penetrating wood. Attach the new covered wooden seat to the chair with screws.

You would replace the seat with plywood then eather paint them or sand and stain then and varnish.

It is possible to use strong twine to replace the seating, just weave it the same as on the seating at the moment, or replace it with Plywood/board and foam and fabric. Secure with Staple gun.
Hi Cindy you would have to take out all the jute weaving. I would reupholster it with fabric instead. cut a piece of plywood to size and attach it to the frame of the seat. Then you would cut a piece of foam the size of the seat with a carving knife. After this you will upholster it with your favorite fabric. I know it is a bench, but it will give you a lot of tips on how to reupholster a square or rectangular seat:

Hello. Could you post a picture? Sometimes loose strands can be glued into place otherwise it’s a complex procedure to reweave the seat pattern.
If it’s not a structural problem you might want to just place chair pad on top.
